Transparency

This Transparency portal provides interested parties with information on the activity of Sociedad Estatal Correos y Telégrafos, S.A., S.M.E. It includes data, among other information, on economic and financial management, quality results achieved in the provision of the universal postal service and corporate and organisational information.

In addition, various channels are available through which you can make your request for public information under the terms set forth in Law 19/2013 of 9 December on transparency, access to public information and good governance.

We would like this portal to be useful for all citizens and we are committed to continue improving it.

Regulatory Information

Reference to the regulations determining the legal status and nature, as well as that regulating the activity, the procurement of supplies, goods and services and that determining good governance and the transparency to follow in the management.

Sociedad Anónima Estatal Correos y Telégrafos, S.A., S.M.E was founded on 29 June 2001 pursuant to the provisions of Article 58 of Law 14/2000, of 29 December, on Fiscal, administrative and social order measures.

The Council of Ministers’ resolution of 16 March 2012, approving the public business and state foundation sector Restructuring and Rationalisation Plan, published in HAP Order/583/2012, of 20 March, established a change of ownership of Correos, among other measures, with the subsequent incorporation of all the shares in favour of SEPI.

Correos is a commercial company governed by a private law, except in matters that fall under budget, accounting, financial control and procurement regulations as a public business sector company, according to the provisions of Article 3 of Law 47/2003, of 26 November, the General Budget Act, in coordination with Article 166 of Law 33/2003, of 3 November, on Public Administration Assets.

Regarding procurement, the regulatory framework includes:

– Law 9/2017, of 8 November, on Public Sector Contracts, transposing the Directives of the European Parliament and Council 2014/23/EU and 2014/24/EU, of 26 February 2014.

РLaw 31/2007, of 30 October, on procurement procedures in the water, energy, transport and postal services sectors, Additional Provision Two of which expressly indicates Correos y Tel̩grafos, S.A., S.M.E as the contracting entity subject to the Law.

– Royal Decree-Law 3/2020, of 4 February, on urgent measures by which various European Union directives are incorporated into the Spanish legal system in the field of public procurement in certain sectors; private insurance; of pension plans and funds; Tax and tax litigation.

– The Company’s internal procurement Instructions. These instructions are available for consultation by all interested parties under the contractor profile on www.correos.com

Correos is the operator designated by law to provide the Universal Postal Service in Spain, according to the quality, regularity, accessibility and affordability requirements that make the right to postal communication effective for all citizens, in a market that was fully liberalised on 1 January 2011 under Law 43/2010, of 30 December, on the Universal Postal Service, User Rights and the Postal Market.

This Law essentially regulates the universal postal service collection, acceptance, distribution and delivery conditions required of the appointed operator, as well as the cost and funding of these obligations, prices and other tariff conditions of postal services.

Furthermore, as an approved carrier, Correos offers a wide range of parcel options under Law 16/1987, of 30 July, on Land Transport, and Law 15/2009 Regulating Goods Land Transport Contracts.

Esta Ley regula fundamentalmente las condiciones de recogida, admisión, distribución y entrega del servicio postal universal exigibles al operador designado, así como el coste y la financiación de estas obligaciones, los precios y otras condiciones tarifarias de los servicios postales.
Asimismo, Correos en su calidad de transportista habilitado oferta un amplio abanico de opciones de paquetería estando sometido a la Ley 16/1987, de 30 de julio, de Ordenación de los Transportes Terrestres y a Ley 15/2009 Reguladora del Contrato de Transporte Terrestre de Mercancías.

Meanwhile, Law 19/2013, of 9 December, on transparency, access to information and good governance, provides that all public sector companies must regularly publish and update relevant information to guarantee transparency regarding the operation and control of its public activity.
