The Council of Ministers approves Correos’ Management contract with the General State Administration for the provision of essential services

• The management contract is part of the development of the amendment to the Postal Law approved in July 2025, which recognizes Correos as an ideal instrument of the General State Administration to provide Services of General Economic Interest to all citizens • The management contract establishes the conditions for the provision of the four areas of Services of General Economic Interest assigned to Correos: accessibility to postal communications in rural areas, basic financial services such as access to cash in municipalities with less than 500 inhabitants, universal access to administrative services of the General State Administration, framing Correos as a one-stop shop for very diverse services —from the acceptance of administrative applications and registration with competent authorities, to the payment of fees and taxes, payment of subsidies, management of public debt, etc— and the provision of personal and material resources to the State to strengthen its resilience mechanisms in cases of security requirements or emergency situations • Correos already provides some of these services, such as the acceptance of administrative requests and their subsequent transmission to the corresponding authorities, or the deposit and delivery of cash through the Correos Cash service. The company has also played an active role in helping citizens in emergency situations such as the DANA and the storms in Andalusia and Extremadura. It is currently providing information, help and material management services in the procedures enabled for the regularization of immigrants • With the provision of these essential services, Correos takes a transcendental step in its transformation process to contribute to territorial, economic and social cohesion, sustainability and public welfare, reinforcing its public mission

Madrid, 3 June 2026.- The Council of Ministers yesterday approved the management contract that regulates the conditions for the provision of Services of General Economic Interest assigned to the public postal company.

This management contract develops the modification of Postal Law 43/2010 approved by Congress last July, which adds a new eighth additional provision by which Correos is recognised, due to its extensive territorial implementation and the personal and material resources at its disposal, as the ideal instrument of the General State Administration to provide Services of General Economic Interest, which are services of public interest that are not provided by the market without state intervention.

The multi-annual management contract, which will be in force until 2030, specifies the conditions for the provision of Services of General Economic Interest assigned by law to Correos, which cover four main areas:

a) Accessibility to postal communications, by making available the network of offices and other service points in rural areas.
b) Accessibility to basic financial services such as access to cash in municipalities with less than 500 inhabitants.
c) Universal access to administrative services of the General State Administration.
d) Provision of the personal and material resources to the State when required in security or emergency situations.

Correos already provides some of these services, such as the material management of the procedures enabled for the regularisation of immigrants, the acceptance of administrative applications and their subsequent transmission to the Administration, or the withdrawal and deposit of cash through Correos Cash. The company has also played an active role in the process of applying for aid for people affected by emergency situations such as the DANA and the storms in Andalusia and Extremadura.

In addition, with this management contract Correos will strengthen its role as a one-stop shop for the General State Administration, soon offering the possibility of acquiring public debt or obtaining the digital certificate of identity through its offices.

With the provision of these services, Correos will make a decisive contribution to territorial, economic and social cohesion, as well as to sustainability and public welfare, reinforcing its public service mission, as foreseen in its 2024-2028 Strategic Plan.

For the president of Correos, Pedro Saura, “this contract is a historic event in the more than 300 years of our company. The government once again points out the strategic nature of the Correos network for Spain. This diversification will only partly help to offset the fall in postal sector revenues.”

He also stressed that Correos’ network, due to its capillarity, proximity and commitment to technological innovation, is consolidated as an ally of the Administration to guarantee universal access to services under equal conditions and improve attention to citizens. “All this will make it possible to deploy services with high added value for society, beyond the delivery of letters, fully activating the potential of a network that, due to its territorial presence, constitutes a strategic asset for the General State Administration”.
